I am enclosing two documents for your perusal. The

first is the Report of a Committee appointed by the Governor to

enquire into University matters, and the second is the answer

which the professors as a body have prepared in connection with it. You see there is a direct attack on my department, and on myself. It was of course a tremendous shock for me to read it, seeing that

the Chairman of the Committee had said to me that as the Governor

was going away there would be hardly time to deal with the Arts

Faculty and would I send in a memorandum and "get off my chest what I wanted to say". He gave me the impression that I would

be doing the Committee a favour if I did not go before them as

they were so pressed for time. These statements have been made therefore publicly without an opportunity being given to me to refute them beforehand, I am enquiring whether an action for libel is possible and if so I will commence it. The enquiry was initiated really by the Treasurer who is on the Staff of the HongKong and Shanghai Bank at the head of which is Greyburn who in reality control the Colony. It is this business section

which has always hated the University and does not want it. The Europeans here pay 3 of the taxes, and have 97% of the authority, the Chinese have the privilege of the remainder in both

cases. Well this Treasurer stampeded the Governor about four

months ago, by saying that he financial outlook of the University
